Internal Regulations of the EUCA

Membership of the Association

  1. There may be up to two members of the EUCA Administrative Council from each member state of the European Union at any time.

  2. The following will be ex-officio members of the Adminstrative Council: The Editor-in-Chief of the European Journal of Control, and the General Chair of the next European Control Conference. If two or more General Co-Chairs are elected, then they will be asked to select one of their number to serve on the Council.

  3. In addition to those members specified in clauses 1 and 2 above, the Council may elect up to three members without regard to their countries of origin. Such members will have full rights as regards participating in the discussions and activities of the Council, but they will not have voting rights.

Elections of members

  1. New members of the Administrative Council will be elected by the existing members, including those about to retire from the Council. Each candidate for election should be proposed by one member of the Council, and seconded by another. In case more than one candidate is proposed for a vacant position, the elected member shall be selected from the candidates by a simple majority of those voting. A proposal should be supported by a curriculum vitae, circulated in advance of the meeting at which voting is to take place.

  2. All proposals should be received by the President and circulated to the existing Council members at least six weeks in advance of a Council meeting.

Tenure

  1. Those elected at a meeting begin their term of office on the following day, and their term lasts until two further annual Council meetings have taken place. Any extraordinary Council meetings called in addition to the usual annual meetings will not count for this purpose.

  2. Members elected to the Governing Board (President, up to two Vice-Presidents, Secretary, Treasurer) serve in those roles until two further annual Council meetings have taken place. Any extraordinary Council meetings called in addition to the usual annual meetings will not count for this purpose.

  3. Members of the Council will be eligible for re-election for a maximum of two further terms. (That is, a maximum of approximately six years in all.)

  4. The President cannot serve for two consecutive terms.

Delegation of vote

  1. Only members that are present at a meeting are allowed to vote. Voting by proxy or post (including email etc) is not allowed.

Notice for meetings

  1. Meetings of the Administrative Council must be called at least three months in advance of the meeting.

Loss of membership

  1. Any member who does not attend two consecutive meetings of the Administrative Council loses his/her membership.

Modifications of these regulations:

  • Clause 1 was modified in 2004.

  • Clauses 2,3,4,5,6,7 were newly introduced in 2004.

  • Clauses 8,9,10,11,12 remained unchanged in 2004 as regards their meaning. Some minor changes were made to the text in a few places.
