Statutes of the EUCA
These statutes are derived from the statutes of the European Community Control Association, as amended from time to time by its Administrative Council in accordance with the specified procedures.
Art. 1 - Definition
A non-profit organisation called the "EUCA - European Union Control Association" has been established. This association is governed by the law of July, 1901 and the decree of August, 16, 1901.Art. 2 - Purpose
The association will organise on a regular basis a European Control Conference for specialists in Control from the European Union (EU) and other countries. More generally, it will encourage promoting the development of the discipline and exchanges between control specialists from the European Union.Art. 3 - Seat

Art. 4 - Duration
The association is established for an unlimited duration.Art. 5 - Membership
The association consists of the founding members and the members elected by the Administrative Council. The members of the association can be either individuals or organisations which wish to participate actively in the association.
All members of the association are members of the Administrative Council.Art. 6 - Administrative Council
The Administrative Council will meet at least once a year following a call for the meeting by the President of the association. A meeting can also be called at another time on demand of at least half of its members.
A meeting of the Administrative Council is valid only if at least half of its members are present. In case of insufficient participation, a new council meeting will be called which is then allowed to take place without a quorum.
The decisions of the Administrative Council require the approval of a majority of the members present.
The agenda of the meetings will be decided by the Governing Board.
The Administrative Council is responsible for examining the financial situation and the activities of the Council. It approves the budget, discusses the items of the agenda and when necessary elects the officers of the association.Art. 7 - Governing Board
The Administrative Council elects from its members a Governing Board consisting of the following officers:The President and the Secretary-Treasurer will administer the association until the first meeting of the Administrative Council which will take place at the latest six months after publication of the establishment of the association in the French Government's Official Publication.
- President
- One or two Vice-Presidents
- Secretary
- Treasurer
Art. 8 - Function of the Governing Board
The Governing Board will act on all matters not explicitly reserved for the Administrative Council.
The Governing Board is responsible for the financial matters and bringing these before the Administrative Council. When necessary, it may let itself be guided by an accountant.
The President or a representative of the President act as representatives of the association. The President calls the meetings of the Governing Board and the Administrative Council. The President keeps track of the expenditures of the Association.
The Secretary takes the minutes and assists the President in all actions of the association.
The Treasurer (or by default the President) is responsible for meeting payments approved by the President and cashes the incoming payments.Art. 9 - Compensation
The members of the association do not receive any payments for their activities on behalf of the association.
They may, however, be reimbursed for expenses incurred by activities on behalf of the association, subject to agreement by the Governing Board.Art. 10 - Organization of Conferences
The Administrative Council appoints a Chairperson for the organising committee of the Conference and designates a place where the Conference will be held.
On proposal of the Conference Chairperson, the Administrative Council will designate the principal persons of the organising committee of the conference and elect the members of the steering and program committee of the conference.
The Conference Chairperson will submit for approval to the Administrative Committee the scientific program and the budget of the Conference.
The financial responsibility of the Association cannot be engaged for the organisation of the Conference.Art. 11 - Resources of the Association
The resources of the association consist of:
- donations by individuals and organisations
- subsidies from governments and committee of the European Community
- payments for services delivered by the association
- all income allowed by law and regulations
Art. 12 - Working Rules
The Administrative Council will define the internal regulations which govern further details on these statutes.Art. 13 - Loss of Membership
Membership of the association is lost by resignation, death, or by the decision of the Administrative Council.Art. 14 - Change of Statutes
The association may change its statutes by approval of two thirds (2/3) majority.Art. 15 - Abolition
The association may be abolished on proposal by its Governing Council, by approval of two thirds (2/3) majority.Art. 16 - Conflicts
In case of legal conflicts, only the courts of Grenoble can act as arbiters.Art. 17 - Formalities
On behalf of the Administrative Council, the President is charged with filing all the required forms and publications required to make the association legal.
The original statutes of the European Community Control Association were signed at this point by
I.D. LANDAU (President) and L. DUGARD (Secretary).Modifications of these statutes:
- The name of the Association was changed in 1994.
- Changes to Articles 2 and 10 were made in 2004.

The European Union Control Association (EUCA) holds the Copyright of all material presented at a European Control Conference (ECC). Authors will be sent a copyright transfer form on acceptance of their work for the ECC. The European Journal of Control (EJC) reserves the right to consider all high quality conference papers for publication and will inform authors of its decision as soon as possible. However, if the authors is not contacted within three months after the meeting for a submission to EJC, then the author will be free to resubmit the material elsewhere. In this case, the paper must carry a reference to the ECC meeting where it was originally presented. It is understood that acceptance of a paper for ECC does not involve its acceptance for publication in EJC. Authors are encouraged to submit their ECC papers directly to European Journal of Control (EJC). The authors directly submitting to EJC must indicate that the paper has been submitted to ECC.
